The comments of Attorney Yein Lee from ELPS, were featured in The Dong-A Ilbo, which pointed out that the Waste Management Act imposes identical administrative liability on landowners as on dumpers. Ms. Lee explained that “The law encourages local governments to pass the 'bomb' onto innocent victims rather than hold dumpers accountable.” - since current Waste Management Act stipulates that even landowners who were not involved in the crime of illegal dumping and were unaware of it are also subject to the ‘Order to Take Measures for Treatment of Wastes’, local governments cannot but be more proactive in holding landowners, with clear identities and property relationships, rather than the dumpers, accountable for prompt waste disposal.
